Italian Prime Minister unveils ambitious plan to boost economic ties and energy cooperation with Africa

Italian Prime Minister Giorgia Meloni hosted a one-day summit with more than two dozen African leaders and European Union officials in Rome on Monday, where she unveiled a long-awaited plan aimed at boosting economic ties, creating an energy hub for Europe, and curbing immigration. The plan, known as the Mattei Plan, includes an initial 5.5 billion euros ($5.95 billion) in funding, with state guarantees and contributions from an international climate fund set up in 2021, and focuses on creating a new partnership with Africa. Meloni emphasized the need for cooperation among equals and committed to addressing the causes that drive migration from Africa to Europe.

Critics have raised concerns about Italy's ability to compete with other countries seeking to increase their presence in Africa, but Meloni stated that the private sector and international bodies like the European Union would be involved in implementing the plan. The centerpiece of the initiative is addressing energy needs, with Italy looking to serve as a gateway into European markets for natural gas from Africa. This has become vital after Russia's invasion of Ukraine made diversification of energy supplies a priority for the EU.
Italy's largest importer of natural gas, Eni, has already increased shipments from Africa, and the company has indicated that Algeria, Egypt, and Libya will be Italy's main gas suppliers for the next few years. Meloni also emphasized the importance of bolstering industry and agriculture in Africa as a means of curbing migration and addressing the root causes that drive people to leave their homes. With a focus on sustainable development and mutual cooperation, the Italian Prime Minister aims to create a new chapter in the history of Italy's relationship with Africa.
